MOZ page authority scores range from 1 to 100, with higher scores being understood as having a higher likelihood of ranking, while lower scores will urgently need to make corresponding improvements to achieve ranking.

MOZ's page authority is based on data from its web index, taking into account dozens of factors. As with MOZ's domain authority, it employs a machine learning model to identify the algorithm that best matches all the SERPs it is able to predict. 

Then, the score that will be produced at the end of the analysis will be the result of all these evaluations, taking into account the relationship with the SERPs. That way you will be able to know before launching your page if it has chances to rank, or the opposite.
